Pregnant dwellers will give birth after a few hours if they are happy and there is enough space in the Vault. If there is not enough room, either upgrade or build additional Living Quarters.

Your Dwellers can get pregnant at any time, but they will only give birth to their babies when there is an empty Vault bed for their baby to occupy.

Apparently this is a glitch that happens if you have demolished or upgraded the Living Quarters that the baby was conceived in. Since the new dweller spawns in the place where it was conceived, the AI doesn't know where to put it, so the woman just stays pregnant.

After intercourse it takes three hours for the Vault Dweller to give birth, then another three hours until the child grows into an adult.

To increase the chances of getting a baby, make sure that either the male or female dweller has a high rating for Charisma (at least 7 or up). Be careful with male dwellers who have high stats in Charisma. They can easily impregnate their partners, and before you know it, your shelter will be overrun by babies.

Or get them pregnant, log off, log back on three hours later to get the babies, then log back off for three more hours and they will have grown up.
