Legendary Dwellers can be obtained via Cards found in Lunchboxes you unlock. These Dwellers will start at a high level and have 40 SPECIAL stat points distributed between all of their stats. Legendary Dwellers come equipped with an Outfit and/or a Weapon, which you can also equip onto other Dwellers within your Vault.
How do you attract legendary dwellers in Fallout Shelter? ›
As far as getting the legendary dwellers, it is entirely possible to have them show up at your vault door. The chances are incredibly slim, and hard numbers on chance are difficult to come by, but 3 merged radio rooms fully upgraded and staffed with high charisma dwellers will increase the odds.

Parents' total SPECIAL must be 134 or higher to have a chance at a legendary child. Parents' total SPECIAL must be 122 or higher to have a chance at a rare child. Two fully maxed out parents (SPECIAL 140) will have a ~6.6% chance of producing a legendary child, and a ~13.3% chance of producing a rare child.
